Voucher 2 Covers Performance Validation, Modeling, and Certification Support

The US Department of Energy (DOE) program to help Clean Energy companies get their technology to market faster. To help overcome adoption barriers, they established a voucher program to pay for access to targeted research, development, demonstration, deployment, and commercialization support. The program is run through ENERGYWERX, and it matches companies with pre-selected providers vetted by their team. The matches are made based on a given company’s adoption challenges and the services offered by the providers. The Voucher Providers are a who’s who of National Labs and private companies. PADT is pleased to be an approved provider for Voucher Opportunity 2.

About the DOE Clean Tech Voucher Program
In a voucher program, the company requiring a service is matched with a pre-approved provider, and the provider receives authorization to do the work. At completion, they bill the DOE directly rather than the money flowing through the requestion company.
There are currently (mid-August 2024) ten voucher opportunities for recipient companies to apply to, with nine currently accepting applications. The program started in 2023 and is run by the DOE Office of Technology Transitions (OTT) in collaboration with the Offices of Clean Energy Demonstrations (OCED) and Energy Efficiency and Renewable Energy (EERE). The full program provides $27.5 million and is funded by the Technology Commercialization Fund, which was established as part of the Bipartisan Infrastructure Law. ENERGYWERX is responsible for running the program as part of its mission to accelerate the commercialization of clean energy technologies developed by small businesses in the US.
The program focuses on four areas:
- Pre-Demonstration Commercialization Support
- Performance Validation, Modeling, and Certification Support
- Clean Energy Demonstration Project Siting/Permitting Support
- EERE Commercialization Support

PADT Selected as a Voucher Provider for Voucher Opportunity 2
PADT is honored to be selected as a provider under Opportunity 2: Performance Validation, Modeling, and Certification Support. This opportunity is being sponsored by the OCED and is focused on companies working to demonstrate or commercialize a clean energy prototype in a large energy infrastructure system. PADT was selected with other engineering services companies and many leading research labs.
PADT is listed as Voucher # V02-54 under our full name, Phoenix Analysis and Design Technologies. We are offering “Ansys and Flownex Simulation Support – Design FailureMode and Effects.” Companies that match with PADT will receive an extensive modeling and simulation support leveraging the power of Ansys and Flownex simulation software. PADT will use our extensive simulation and engineering experience to take customers through Discovery, Systems Readiness Review, Design Failure Mode and Effects Analysis, and Mitigation stages. Outputs from modeling will allow PADT to inform the voucher recipient of potential issues and suggest areas for improvement to enhance expected performance in real-world environment testing.
We will use our extensive experience in applying Ansys and Flownex simulation tools to clean energy solutions. Ansys’s extensive structural, thermal, fluid flow, electromagnetic, and multiphysics capabilities are ideal for this industry and are the industry standards for most OEMs across the energy sector. Flownex is our go-to tool for modeling the fluid-thermal systems that are common in most cleantech applications, especially in the advanced nuclear, hydrogen, and carbon management sectors.
This cohort of pre-approved providers is offering:
- Access to advanced modeling and digitization resources (PADT)
- Testing to obtain industry-relevant certifications
- System performance validation and testing under certification-relevant operating conditions (PADT)
- Digital twin development (PADT)
- Testing in real-world environments
- Failure-mode studies and accelerated lifetime testing (PADT)

Companies interested in up to 45 available vouchers under this opportunity should be in one or more of the following Clean Tech technology areas:
- Advanced nuclear
- Carbon management (including carbon capture and direct air capture)
- Long-duration energy storage
- Clean hydrogen
- Industrial decarbonization
- Upgrades to the electric grid
