Is it possible to export action sequences and import them to a different model (of the identical geometry)? It appears it might be possible with the API IPS.core and c# script. But I don't see a obvious easy way (copying a .xml file from the project files for example).

Thank you for adding a post! You can achieve this by copy/pasting the "Scenarios" xml file located in the "..._project\Tasks\IPS.Actions" subfolder from one project to another, as long as they contain the same components.
It is also important to note that the project "importing" the action sequence should be closed while this file is replaced, then opened after the new file is placed. Otherwise, the "Scenarios" file may be overwritten.
